I am wanting everyone to move at the same time during a 16 count move, however, I want certain performers to hit certain shapes on count 8 (along the way to the big picture at count 16). How can I essentially create a 16 count move and two 8 count moves at the same time?

Set a page tab at count 8 of the transition and double click on it to set it as a subset.
Then spread your anchors over the 16 count transition and create the full maneuver.
Then you can spread your anchors over the first 8 counts and select the performers, then tweak the sub set to your liking.
Then spread your anchors from 8 to 16, select the performers and choose the morph tool and press accept to merge the tweaked form with your final form.
